FALL SOCIAL A RESOUNDING SUCCESS<= /o:p>

The invitations said, " Meet Up at the Grove" and, indeed, we did! The day could not have been more beautiful (never discount a little heavy prayer when you want to stage an outdoor event on the tail end of hurricane season!). The grove, on the grounds of the <= st1:place w:st=3D"on">Bay Quarter Shores clubhouse, w= as in absolutely pristine condition, thanks to Frank Stewart, V.P. for Maintenanc= e of the BQS Association. It was enhanced by the fabulous floral innovations of the Chesapeake Bay Garden Cl= ub. And, added to this, we had marvelous food furnished by the Woman's Club and some good stuff to drink. A perfect combination for a great party!

Our award recipients, Audrey Brainard and Henry Bashore, are both people who ma= ke us proud and who lead by example. We owe these exemplary citizens a debt of= gratitude.

Audrey Brainard received the Distinguished Citizen Award for her many contribution= s to our elementary school children. She has developed programs which make science of the Chesapeake and conservation of natural resources relevant to and fun for the children, and they represent the futu= re of our county. (By the way, she is always on the lookout for good volunteer= s.)

Henry Bashore received the first Ambassador Award to be presented by NAPS. This a= ward is reserved for someone who lives outside our county but who exemplifies the principles of NAPS. As a forester, Mr. Bashore had first-hand knowledge of the importance of natural wilderness. After retirement,= as a realtor he had opportunities to sell certain properties for development. Instead, he took it upon himself to engage the help of various organizations he thought would understand the importance of conservation. M= oney donated by them was used to buy and preserve the Bush Mill Stream property = in its natural state.

While we were partying and visiting, nearby a family enjoyed sunbathing, reading and playing in the sparkling water. There was a group of men fishing o= ff the dock. Earlier, jet-skiers had= been using this beautiful setting to enjoy perhaps their last great day on the water. What we had was a dynamite example of what NAPS is all about--keep= ing our county beautiful, natural and available to everyone who loves the out-of-doors!

NAPS ORGANIZES HIGH SCHOOL EVENTS.

Every year, NAPS award= s four scholarships to Northumbe= rland High school seniors= who are heading to college.   Applicants have to attend an interview with members of the NAPS Education Committee and demonstrate their suitability as recipients for the= se awards. While many of those w= ho apply for these scholarships are clearly good students, well qualified to attend university, few are at ease with the interview process, or able to maximize their chances of success in a competitive situation.

In an attempt to address this lack, NAPS will = be working with the NHS Guidance Counselors to help students prepare themselves for the scholarship application process.&n= bsp; A well-known senior guidance councilor from the Maryland school system, Mrs. Hazel Ros= s, has been invited by the NAPS Education Committee to come to NHS in October and = talk to all the seniors. She will address the importance of continuing education, = the ways students can seek funding for their educational plans, and ways in whi= ch they can increase the likelihood of success in scholarship applications. Later in the school year, NAPS wil= l be organizing additional events for the seniors, to help them understand the purpose of scholarship interviews, to develop strategies for successful interviews and to explore some of the available career opportunities.

Many of our high school students still fail to recognize that without additional education and trai= ning their prospects for the future are increasingly limited. A High School Diploma is not the culmination of the educational process: it is a necessary passport for star= ting the journey that can lead to satisfying, productive careers. NAPS will cont= inue to look for ways to help our young people prepare for the twenty-first cent= ury.

Respect the 100-foot RPA

The VA Department of Conservation and Recreation (DCR) has notified Northumberland County in a draft r= eport that the County must comply with the Chesapeake Bay Preservation Act. The County must develop and implement a 5-year septic tank pump-out notification and enforcement program, and considerably improve respect for the Resource Protection Area (RPA). The RPA is the strip of land within 100 feet of wate= r. Here are some of the things the County must do immediately whenever the RPA= is involved:

<= span style=3D'font-size:10.0pt;mso-bidi-font-size:12.0pt'>1)      = Require sediment and e= rosion control plans, a Water Quality Impact Assessment, and issue Land Disturbance Permits.

<= span style=3D'font-size:10.0pt;mso-bidi-font-size:12.0pt'>2)      = Ensure that all Best Management Practice designs meet Virginia standards and that periodic inspection and maintenance are accomplished.

<= span style=3D'font-size:10.0pt;mso-bidi-font-size:12.0pt'>3)      = Ensure Wetland Permits= have been obtained before granting Land Disturbance Permits, and that erosion control projects are “…based on the best technical advice and appropriate vegetation is established to stabilize the shoreline and restore the buffer.” I interpre= t this to mean that clear-cutting and grading on a two-to-one slope in the name of erosion control must be defended against alternatives, and if implemented, = the slope must be re-planted with shrubs and trees.

<= span style=3D'font-size:10.0pt;mso-bidi-font-size:12.0pt'>4)      = Ensure that “…administrative waivers are not approved for those encroachmen= ts into the RPA that require a formal exception and public hearing.”

<= span style=3D'font-size:10.0pt;mso-bidi-font-size:12.0pt'>5)      = “.. ensure that any vegetation removed in the RPA meets one of four criteria (sightlin= es, access paths, general woodlot management and shoreline erosion control). It (the County) should no longer allow vegetation in the buffer to be removed based solely on size.” It is no longer permissible to remove all vegetation less than 6 inches in diameter at chest height.

DCR anticipated tha= t some of these requirements may be “unpopular with certain segments of the population” and urged the county to take a more active role in educat= ing citizens about the Chesapeake Bay Act. Why is a vegetated RPA important? One obvious reason is to prevent runoff, or water flowing across the land surfa= ce carrying pollutants and sediment. The “first flush” off imperme= able surfaces such as roofs and paving is especially polluted with dust, bird droppings, oil, etc. Preventing runoff from agricultural land is extremely important because of the extensive use of chemicals and fertilizers on periodically disturbed soil. Soil particles from agricultural fields contain considerably more phosphorus than from unfertilized soils, and loss of soil from fields is a major source of phosphorous pollution.

The most important = reason for a buffer strip at least 100 feet wide is not so obvious. The United Sta= tes Geological Survey estimates that half the 50 billion gallons of water that reaches Chesapeake Bay each day is groundwater, discharged underground dire= ctly to rivers and waterways. In the Northern Neck, groundwater discharge contributes most of the freshwater that enters our waterways. We know that groundwater today contains high concentrations of nitrate from agricultural= and homeowner practices (see the previous NAPS Stewardship Tip on shallow groundwater at www.napsva.org.) How can we keep nitrate-laden groundwater out of our waterways? The only removal tool at our disposal, imperfect though it may be, is to encourage plants to consume as much nitra= te as possible, and encourage microbes to convert nitrate to harmless nitrogen ga= s, a process called denitrification. Large trees wit= h deep roots are far more effective than smaller plants such as grasses and shrubs= in tapping the groundwater and in creating microbial environments conducive to= denitrification. Stands of marsh grasses are especial= ly efficient at denitrification.

Many waterfront hom= eowners object to trees blocking their view. But large trees, pruned of their lower limbs, “frame” the view of the water and the goal of a nearly complete leaf canopy (and similar-sized root mass to tap the groundwater) shades the house from the summer sun and results in lower air-conditioning bills. Waterfront property owners are privileged to own valuable property. = Proximity to water makes waterfront homes especially vulnerable to nitrate and phosph= ate pollution, including nutrient release from on-site wastewater treatment (septic) systems. Many property owners do not like being told that it is th= eir responsibility to try and remove nutrients from the groundwater. If there a= re agricultural lands inland from the waterfront property, it is certain that = some of the nutrients in the groundwater originated from the agricultural land. = Is someone else’s pollution the responsibility of the waterfront property owner? Irrespective of societal inequities, there are only a limited number= of things we can do to reduce nutrient pollution:<= o:p>

1)&n= bsp;      Reduce fertiliza= tion to realistic agronomic need based on soil analyses. Apply fertilizer only w= hen the crop is growing. Do not use phosphorus-rich animal waste because it releases nitrate and phosphate continuously, even when the crop is drying in the field;

2)&n= bsp;      Maintain septic systems and pump out the tank periodically (see previous NAPS Stewardship T= ips);

3)&n= bsp;      Prevent runoff;<= o:p>

4)&n= bsp;      “Sop up= 221; excess nutrients with a buffer at least 100 feet wide containing deep-rooted mature trees, bordered with marsh grasses where possible;=

5)&n= bsp;      Never throw any = kind of organic material like rockfish carcasses or grass clippings into the wat= er.

It may eventually become necessary to tax nutrient release and redistribute the money to reduce pollution and to counter= act inequities. Properties with 100 foot RPAs conta= ining large trees with an under-story of shrubs and ground cover would certainly = be taxed at a lower rate than properties with a chemically maintained open lawn adjacent to the water. Large trees take decades to grow, so now is the time= to plant the kinds of trees you want where you want them.

He had to quit the Appalachian Trail 100 miles short of the end when he broke his wrist. He did manage to climb Mt, Katahdin at the end of the trail. He expects to finis= h his walk next summer. He is back to being t= he NAPS Treasurer

Models for Development Workshop

In these notes I will attempt to capture the main points that Mr. McMahon made, but you really had to have been there. Lee Allain, (whose aeticle follows) did a masterful job planning and orchestrating this event, thanked= all of the many local organizational sponsors for their support, and the member= s of the Northumberland County Board of Supervisors and Planning Commission for their support and attendance. Mr. Allain introduced speaker Ed McMahon who = obviously had high credentials qualifying him to speak on this subject. Currently, Mr. McMahon is a Senior Fellow with the prestigious Urban Land Institute which lists “sustainable development” as one of its many interests.

Mr. McMahon opened his presentation with a wonde= rful picture of his son as a young boy standing in a pumpkin field. He stressed = that planning and preparing for community development is all about looking out f= or the future of the children and grandchildren of our community as they grow = and inherit the legacy and cultural environment we leave behind for them.

Mr. McMahon referred to his book: ”Better Models for Development in Virginia” that addresses better ideas for constructing new franchise outlets and large box stores in established comm= unities. He made free copies available to county officials. He stressed that the question is not what will the companies give us in the way of architectural design, but rather “What do we want?” He illustrated this point with num= erous slides of leading franchises and large box stores that had bowed to the wis= hes of local governments and citizens within the communities.

Sense of place= .= Mr. Mcmahon quoted Aldo Leopold, “Conservation is a state of harmony betw= een man and nature”; and “everything is connected to everything else.” He said that America is the world leader in conservation laws, national parks, memorials, statue= s, etc. But = said that at the same time, the special landscapes of small towns are disappeari= ng. He said the small towns are losing= their place. He quoted Alex Steque, “If you don’t know where you are, you don’t know who you are.” Mr. McMahon said that our sense of place makes our physical pla= ce worth caring about.

Growth.= Mr. McMahon said, “Growth is inevitable and desirable. But, degrading our unique surroundings is not inevitable.” He asked, “Why are ther= e so many fights in Virginia about development?” He said, “They lie within the patterns of development: ‘where to put it, how to arrange it and what it should l= ook like’. But, the real question should often be, ‘where should a building or development not be built?’” He gave as examples of developers who build beach hous= es in front of sand dunes, and in flood plains. He said, “Some places are better for growth than others, and communities need construction area plans= to prepare for this.

Historical preservation.= Mr. McMahon reviewed some of the battles fought over historical preservation ar= eas in Virginia. He said, “’We have often saved the p= laces, but lost the locations by allowing strip mall developers to infringe too closely on the historical sites.”

Building green neighborho= ods.= Mr. McMahon said that studies show that, “developed lots with trees sell better than lots with no trees.”&nbs= p; He said that some of the values to developers of trees and landscapi= ng are: increased financial return, increased rate of project absorption, increased productivity, and improved morale and job satisfaction.

Gateway to a community<= /b>. Mr. McMahon showed slides of a welcome sign (similar to the dilapidated one= our county has on Rte 200) and a nicely prepared and maintained one. He asked, “Which community would you rather settle in?” He said that community image and county pride are critical to its vitality and quality of life.

Uniqueness. “The more we do to preserve the uniqueness of our community, the more profitable it will be. A recent survey of retirees by the National Associat= ion of Homebuilders (NAH) as to their priorities for selecting retirement locat= ions showed that the top two responses were ‘scenic landscapes and quaint towns’, and ‘access to outdoor recreation. ‘Moderate, four season climate’ and ‘reasonable cost of living’ came in t= hird and fourth. You can place a dollar value on scenic view. The better the view, the higher the value. Another NAH survey shows that the single most important value in finding a home is surrounding environment. The most important amenities in the survey are: walking trials and bike paths, parks, playgrounds, day care centers, soccer fields, and (last) golf courses.”

Mr. McMahon said “It is critically importa= nt that we identify and preserve historic buildings, neighborhoods and landscapes. Historical preser= vation is so important to the well-being of a community because there are places t= hat physically link us with the past and remind us of who we are.” <= /o:p>

Traditional economic deve= lopment.= Mr. McMahon asked, “What are we building today that will be worth preserv= ing in the future?” He quoted Winston Churchill “We shape our build= ings and then our buildings shape us.” He said, “new construction should enhance community character.” He asked, “How many commercial buildings would you be proud to take someone to see?”= He showed examples of food franchises, nationwide pharmacies and large box sto= res throughout the country with their traditional architecture and those that reflect the local town environment. He said, “When it comes to development within a community, sameness is not a plus. New buildings should complement other buildings in the community. Development planners must be s= avvy enough to fit the new construction into the other buildings in the community. It is never too la= te, and certainly not for Nor= thumberland County. While we do= not have all of the franchise and big box stores yet, they are coming.”= ;

Sustainable tourism.= He said, “The keys to sustainable tourism are education and interpretation. Northumberland County has a story too tell, and w= e can do it with historical markers.” He also showed examples of public art used to tell the history of the community. He suggested sculptures of lovab= le objects that define our neighborhoods.

Open space conservation. Mr. McMahon said, “The change in the acr= eage of urbanized land is fast outgrowing changes in population. Surveys tell us that a nice neighborhood is more important than lot size.”=

Town centers. Mr. McMahon said, “The future for development belongs to town centers. People are moving back to city residences so they are within walking distan= ce of the town centers. People prefer them to ‘ugly and congested strip malls.’ Town centers are outselling strip centers throughout America.”

And then, what w= ill it cost. He said “money follows good causes”.

Mr. McMahon said, “We need to use the Nort= hern neck Land Trust through voluntary initiation and incentives. We need to dev= elop voluntary architectural guidelines for commercial buildings.”

The power of place= .= He said, “We need preservation of historical places, buildings and views. What we really should be trying to do is preserve memory. It is important not only to preser= ve the economy of an area, but also the psychology. These places are emblematic of Virginia.”=

At this point a break was declared by Lee Alla= in, followed by comments from the following sponsor representatives. High school volunteers were used to restrict each speaker to 10 minutes.

<= span style=3D'font-size:10.0pt;font-family:Symbol;mso-fareast-font-family:Symbol; mso-bidi-font-family:Symbol'>·      =    Sally Conley spoke for the NAACP, stating that her organization represents all people wh= en wrong is done.

<= span style=3D'font-size:10.0pt;font-family:Symbol;mso-fareast-font-family:Symbol; mso-bidi-font-family:Symbol'>·      =    Patty Long, representing the Northern Neck Tourism Council, said that this organization= has a stake in development of green areas and preserving the quality of our Cou= nty. She said that one of the new activities is to bring the museums to the scho= ols to teach the quality of the area the children live in and to encourage them= to preserve it.

She reviewed the NAPS’ goals, emphasi= zing “stewardship,” and encouraged attendees to read Dr. Lynton Land’s “NAPS tips” in the local newspapers.

<= span style=3D'font-size:10.0pt;font-family:Symbol;mso-fareast-font-family:Symbol; mso-bidi-font-family:Symbol'>·      =    Jan Boyd represented the Reedville Fishermen’s Museum, outlining the work being done there. She reviewed very impressive statistics for August 10, 2004 to = the present, of visitors who sign the guest book, from all over the United Stat= es as well as from around the world.

<= span style=3D'font-size:10.0pt;font-family:Symbol;mso-fareast-font-family:Symbol; mso-bidi-font-family:Symbol'>·      =    Peggy Flemi= ng, representing Rice’s Hotel/Hughlett’s Tavern Foundation, reviewed the historical preservation work done and being done at the site.

Al Fisher was asked to speak and invited anyon= e with ideas to attend the monthly Planning Commission meetings and present the id= eas. He said he firmly believes in one of Mr. McMahon’s quotations. “= ;To fail to plan is to plan to fail.”

Questions and answers:

<= span style=3D'font-size:10.0pt;font-family:Symbol;mso-fareast-font-family:Symbol; mso-bidi-font-family:Symbol'>·      =    What is mea= nt by “sustainable development” as compared with simply “development?” Mr. McMahon responded that “sustainable” development is good for the environment, business and the community. He added that the best way to prot= ect the future of our County is to plan for it, thinking into the future.<= /o:p>

<= span style=3D'font-size:10.0pt;font-family:Symbol;mso-fareast-font-family:Symbol; mso-bidi-font-family:Symbol'>·      =    How can we = best protect our “sky environment” against the “klieg lights” people are using at night that destroy the sky view? Mr. McMa= hon said that we need to have a “Night Sky Standards Ordinance” and that there are outdoor security lights on the ma= rket that direct the light downward. (Bob Kane has information on this issue.)

<= span style=3D'font-size:10.0pt;font-family:Symbol;mso-fareast-font-family:Symbol; mso-bidi-font-family:Symbol'>·      =    Is it possi= ble to have “limits on growth”? Mr.&n= bsp; McMahon said that some states, like Oregon, have growth limits surrounding= their towns beyond which building is restricted. But politically, this would not = be possible in Virginia, a Dillon Rule state, unless such restrictions are allowed by state law. However, he said it is possible in Virginia to have land conservation green space. He said every other state in the east has these programs. He said we have conservation easement programs, and described them. He said the Northern Neck Land Trust could make these progr= ams possible.

Development as a tool for conservation. Mr. McMahon said it is possible to have limited conservation development on only a few lots, and a conservation easement on= the rest of the acreage. Also, you can separate lot size from density. He gave = the example of a housing development where, instead of one acre lots, the devel= oper divided into one-half acre lots and reserved the rest of the land for open space. This would save the developer by requiring fewer roads, etc. he also discussed the proffer system that is working in Lowden County to conserve land and provide open space. He said that with the Dillon Rule,= the counties must be more creative.

Lee Allain thanked speaker Ed McMahon for his provocative presentation. He also thanked the sponsors and = the board of Supervisors for their support, the supporting volunteers, and the people in the audience for attending.

McMahon Speaks to County

Mr. Ed McMahon, of the Urban Land Institute, arrived in Reedville on Thursday, = Sept 16, at about 1:30 and checked into the Gables B&B. the Gab= les owners, provided free lodging to Mr. McMahon under the auspices of the Tour= ism Council.   “Ed̶= 1; was then provided with a whirlwind tour of our county that included a boat tour= of Cockrell Creek, provided by Al (Junior) Fisher. He enjoyed a tour of Reedville, a = tour of the Reedville Fishermen’s Museum, a short trip to Fleeton, a visit to the Sunnybank Ferry, a tour of Keyser’s Seafood, Cowart Packing, and a visit to Rice’s Hotel/Hewlett Tavern. He then enjoyed an early dinner with delegates from the ten sponsors= of the event.

This strong coalition of local Sponsors was organized by your Northumberland Association for Progressive Stewardship in context with NAPS core values and Bylaws. Our Bylaws specifical= ly advocate “sound land use policies” and retention of the “unique quality of life in Northumberland County.”=

At 7:00 the Models for Development Workshop was kicked off at Northumberland High= School where the Auditorium was filled with more than 150 interested citizens. All members of our Board of Superv= isors were in attendance as were the heads of the Planning Commission, Al Fisher,= and the Director of Economic Development, Joe Madej= . Several other counties had dignita= ries there as well.

You really had to have been there! Mr. McMahon gave a spirited and thorough presentation, integrating a series of contrast slides, his wonderful speaking skills and a delightful sense of hu= mor to hammer home the need for planning and preparation for future development= in our county. Mr. McMahon talke= d to “Better Models for Development in Virginia” – also the title of a Book he has recently completed. He provided free copies to all mem= bers of the BOS that requested them. He touched on such issues as ‘What do we want?’, sense of place, growth as inevitable and desirable, historic preservation, building green neighborhoods, uniqueness, sustainable tourism, open space conservation, us= e of the Northern Neck Land Trust, and building town centers/Villages. His primary message was “To = fail to plan is to plan to fail!” His presentation was followed by a short break, short discussions by= the sponsors and an abbreviated question and answer session.<= /p>
This was an important event for our community as attested to by front-page cover= age in local Newspapers, and discussion that has continued to color local conversation and activities at the Northumberland Board of Supervisors. The ten sponsoring organizations s= hould be lauded for bringing a speaker of this quality to Northumberland. Thanks to all of you who participated! NAPS is going to concentrate on those efforts that enc= ourage a better sense of community pride and ownership.   “Growth with order and Beauty” has been the logo on our stationary for years.
