beautiful (never discount a little heavy prayer when you want to stage an
outdoor event on the tail end of hurricane season!).<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The grove, on the grounds of the <=

w:st=3D"on"><st1:PlaceType w:st=3D"on">Bay</st1:PlaceType> <st1:PlaceName w=
:st=3D"on">Quarter</st1:PlaceName>
 <st1:PlaceType w:st=3D"on">Shores</st1:PlaceType></st1:place> clubhouse, w=
as in
absolutely pristine condition, thanks to Frank Stewart, V.P. for Maintenanc=
e of
the BQS Association.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It was
enhanced by the fabulous floral innovations of the Chesapeake Bay Garden Cl=
ub.
And, added to this, we had marvelous food furnished by the Woman's Club and
some good stuff to drink. A perfect combination for a great party!<o:p></o:=
p></span></p>

>Our
award recipients, Audrey Brainard and Henry Bashore, are both people who ma=
ke
us proud and who lead by example. We owe these exemplary citizens a debt of=

Brainard received the Distinguished Citizen Award for her many contribution=

 w:st=3D"on">Chesapeake</st1:place></st1:City> and conservation of natural
resources relevant to and fun for the children, and they represent the futu=

of our county. (By the way, she is always on the lookout for good volunteer=

>Henry
Bashore received the first Ambassador Award to be presented by NAPS. This a=
ward
is reserved for someone who lives outside our county but who exemplifies the
principles of NAPS.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>As a
forester, Mr. Bashore had first-hand knowledge of the importance of natural
wilderness.<span style=3D'mso-spacerun:yes'>&nbsp; </span>After retirement,=
 as a
realtor he had opportunities to sell certain properties for development.<sp=
an
style=3D'mso-spacerun:yes'>&nbsp; </span>Instead, he took it upon himself to
engage the help of various organizations he thought would understand the
importance of conservation.<span style=3D'mso-spacerun:yes'>&nbsp; </span>M=
oney
donated by them was used to buy and preserve the Bush Mill Stream property =
in
its natural state.<o:p></o:p></span></p>

<p class=3DMsoPlainText style=3D'text-align:justify;text-indent:.3in'><span

"MS Mincho"'>While we were partying and visiting, nearby a family enjoyed
sunbathing, reading and playing in the sparkling water.</span></span><span

ff the

using this beautiful setting to enjoy perhaps their last great day on the

class=3DGramE>was</span> a dynamite example of what NAPS is all about--keep=
ing
our county beautiful, natural and available to everyone who loves the

 who
are heading to college.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp;
</span>Applicants have to attend an interview with members of the NAPS
Education Committee and demonstrate their suitability as recipients for the=
se
awards.<span style=3D'mso-spacerun:yes'>&nbsp; </span>While many of those w=
ho
apply for these scholarships are clearly good students, well qualified to
attend university, few are at ease with the interview process, or able to
maximize their chances of success in a competitive situation.<o:p></o:p></s=
pan></p>

<p class=3DMsoBodyTextIndent>In an attempt to address this lack, NAPS will =
be
working with the NHS Guidance Counselors to help students prepare themselves
for the scholarship application process.<span style=3D'mso-spacerun:yes'>&n=
bsp;
</span>A well-known senior guidance councilor from the <st1:State w:st=3D"o=
n"><st1:place
 w:st=3D"on">Maryland</st1:place></st1:State> school system, Mrs. Hazel Ros=
s, has
been invited by the NAPS Education Committee to come to NHS in October and =
talk
to all the seniors.<span style=3D'mso-spacerun:yes'>&nbsp; </span>She will
address the importance of continuing <span class=3DGramE>education,</span> =
the
ways students can seek funding for their educational plans, and ways in whi=
ch
they can increase the likelihood of success in scholarship applications.<sp=
an
style=3D'mso-spacerun:yes'>&nbsp; </span>Later in the school year, NAPS wil=
l be
organizing additional events for the seniors, to help them understand the
purpose of scholarship interviews, to develop strategies for successful
interviews and to explore some of the available career opportunities.</p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
style=3D'font-size:10.0pt;mso-bidi-font-size:12.0pt'>Many of our high school
students still fail to recognize that without additional education and trai=
ning
their prospects for the future are increasingly limited.<span

culmination of the educational process: it is a necessary passport for star=
ting
the journey that can lead to satisfying, productive careers. NAPS will cont=
inue
to look for ways to help our young people prepare for the twenty-first cent=

vegetation less than 6 inches in diameter at chest height.<o:p></o:p></span=
></p>

<p class=3DMsoNormal style=3D'margin-left:.2in;text-align:justify;text-inde=

<p class=3DMsoBodyTextIndent style=3D'text-indent:.3in'>DCR anticipated tha=
t some
of these requirements may be &#8220;unpopular with certain segments of the
population&#8221; and urged the county to take a more active role in educat=
ing
citizens about the Chesapeake Bay Act. Why is a vegetated RPA important? One
obvious reason is to prevent runoff, or water flowing across the land surfa=
ce
carrying pollutants and sediment. The &#8220;first flush&#8221; off imperme=
able
surfaces such as roofs and paving is especially polluted with dust, bird
droppings, oil, etc. Preventing runoff from agricultural land is extremely
important because of the extensive use of chemicals and fertilizers on
periodically disturbed soil. Soil particles from agricultural fields contain
considerably more phosphorus than from unfertilized soils, and loss of soil
from fields is a major source of phosphorous pollution.</p>

<p class=3DMsoBodyTextIndent style=3D'text-indent:.3in'>The most important =
reason
for a buffer strip at least 100 feet wide is not so obvious. The United Sta=
tes
Geological Survey estimates that half the 50 billion gallons of water that
reaches Chesapeake Bay each day is groundwater, discharged underground dire=
ctly
to rivers and waterways. In the Northern Neck, groundwater discharge
contributes most of the freshwater that enters our waterways. We know that
groundwater today contains high concentrations of nitrate from agricultural=
 and
homeowner practices (see the previous NAPS Stewardship Tip on shallow
groundwater at <u>www.napsva.org</u>.) How can we keep nitrate-laden
groundwater out of our waterways? The only removal tool at our disposal,
imperfect though it may be, is to encourage plants to consume as much nitra=
te as
possible, and encourage microbes to convert nitrate to harmless nitrogen ga=
s, a
process called <span class=3DSpellE>denitrification</span>. Large trees wit=
h deep
roots are far more effective than smaller plants such as grasses and shrubs=
 in
tapping the groundwater and in creating microbial environments conducive to=
 <span
class=3DSpellE>denitrification</span>. Stands of marsh grasses are especial=
ly
efficient at <span class=3DSpellE>denitrification</span>.</p>

<p class=3DMsoBodyTextIndent style=3D'text-indent:.3in'>Many waterfront hom=
eowners
object to trees blocking their view. But large trees, pruned of their lower
limbs, &#8220;frame&#8221; the view of the water and the goal of a nearly
complete leaf canopy (and similar-sized root mass to tap the groundwater)
shades the house from the summer sun and results in lower air-conditioning
bills. Waterfront property owners are privileged to own valuable property. =
Proximity
to water makes waterfront homes especially vulnerable to nitrate and phosph=
ate
pollution, including nutrient release from on-site wastewater treatment
(septic) systems. Many property owners do not like being told that it is th=
eir
responsibility to try and remove nutrients from the groundwater. If there a=
re
agricultural lands inland from the waterfront property, it is certain that =
some
of the nutrients in the groundwater originated from the agricultural land. =
Is
someone else&#8217;s pollution the responsibility of the waterfront property
owner? Irrespective of societal inequities, there are only a limited number=
 of
things we can do to <span style=3D'color:black'>reduce nutrient pollution:<=
o:p></o:p></span></p>

inequities. Properties with 100 foot <span class=3DSpellE>RPAs</span> conta=
ining
large trees with an under-story of shrubs and ground cover would certainly =
be
taxed at a lower rate than properties with a chemically maintained open lawn
adjacent to the water. Large trees take decades to grow, so now is the time=
 to
plant the kinds of trees you want where you want them.</p>

follows) did a masterful job planning and orchestrating this event, thanked=
 all
of the many local organizational sponsors for their support, and the member=
s of
the Northumberland County Board of Supervisors and Planning Commission for
their support and attendance. Mr. Allain introduced speaker Ed McMahon who =
obviously
had high credentials qualifying him to speak on this subject. Currently, Mr.
McMahon is a Senior Fellow with the prestigious Urban Land Institute which
lists &#8220;sustainable development&#8221; as one of its many interests.<o=
:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
style=3D'font-size:10.0pt'>Mr. McMahon opened his presentation with a wonde=
rful
picture of his son as a young boy standing in a pumpkin field. He stressed =
that
planning and preparing for community development is all about looking out f=
or
the future of the children and grandchildren of our community as they grow =
and inherit
the legacy and cultural environment we leave behind for them. <o:p></o:p></=
span></p>

<p class=3DMsoBodyTextIndent>Mr. McMahon referred to his book: &#8221;Better
Models for Development in Virginia&#8221; that addresses better ideas for
constructing new franchise outlets and large box stores in established comm=
unities.
He made free copies available to county officials. He stressed that the
question is not what will the companies give us in the way of architectural
design, but rather &#8220;What do we want?&#8221;<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He illustrated this point with num=
erous
slides of leading franchises and large box stores that had bowed to the wis=
hes
of local governments and citizens within the communities.</p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
class=3DGramE><b><span style=3D'font-size:10.0pt'>Sense of place</span></b>=
<span
style=3D'font-size:10.0pt'>.</span></span><span style=3D'font-size:10.0pt'>=
 Mr.
Mcmahon quoted Aldo Leopold, &#8220;Conservation is a state of harmony betw=
een
man and nature&#8221;; and &#8220;everything is connected to everything
else.&#8221;<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said that <st=
1:place
w:st=3D"on"><st1:country-region w:st=3D"on">America</st1:country-region></s=
t1:place>
is the world leader in conservation laws, national parks, memorials, statue=
s,
etc.<span style=3D'mso-spacerun:yes'>&nbsp; </span><span class=3DGramE>But =
said
that at the same time, the special landscapes of small towns are disappeari=
ng.</span><span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said the small towns are losing=
 their
place. He quoted Alex <span class=3DSpellE>Steque</span>, &#8220;If you
don&#8217;t know <i>where</i> you are, you don&#8217;t know <i>who</i> you
are.&#8221; Mr. McMahon said that our sense of place makes our physical pla=
ce
worth caring about.<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
class=3DGramE><b><span style=3D'font-size:10.0pt'>Growth</span></b><span
style=3D'font-size:10.0pt'>.</span></span><span style=3D'font-size:10.0pt'>=
 Mr.
McMahon said, &#8220;Growth is inevitable and desirable. But, degrading our
unique surroundings is not inevitable.&#8221; He asked, &#8220;Why are ther=
e so
many fights in <st1:place w:st=3D"on"><st1:State w:st=3D"on">Virginia</st1:=
State></st1:place>
about development?&#8221; He said, &#8220;They lie within the patterns of
development: &#8216;where to put it, how to arrange it and what it should l=
ook
like&#8217;. But, the real question should often be, &#8216;where <span
class=3DGramE>should a building or development</span> <u>not </u>be
built?&#8217;&#8221; He gave as examples of developers who build beach hous=
es
in front of sand dunes, and in flood plains. He said, &#8220;Some places are
better for growth than others, and communities need construction area plans=
 to
prepare for this.<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
class=3DGramE><b><span style=3D'font-size:10.0pt'>Historical preservation</=
span></b><span
style=3D'font-size:10.0pt'>.</span></span><span style=3D'font-size:10.0pt'>=
 Mr.
McMahon reviewed some of the battles fought over historical preservation ar=
eas
in <st1:place w:st=3D"on"><st1:State w:st=3D"on">Virginia</st1:State></st1:=
place>.
He said, &#8220;<span class=3DGramE>&#8217;We</span> have often saved the p=
laces,
but lost the locations by allowing strip mall developers to infringe too
closely on the historical sites.&#8221;<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
class=3DGramE><b><span style=3D'font-size:10.0pt'>Building green neighborho=
ods</span></b><span
style=3D'font-size:10.0pt'>.</span></span><span style=3D'font-size:10.0pt'>=
 Mr.
McMahon said that studies show that, &#8220;developed lots with trees sell
better than lots with no trees.&#8221;<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span>He said that some of the values to developers of trees and landscapi=
ng
are: increased financial return, increased rate of project absorption,
increased productivity, and improved morale and job satisfaction.<o:p></o:p=
></span></p>

<p class=3DMsoBodyTextIndent><span class=3DGramE><b>Gateway to a community<=
/b>.</span>
Mr. McMahon showed slides of a welcome sign (similar to the dilapidated one=
 our
county has on Rte 200) and a nicely prepared and maintained one. He asked,
&#8220;Which community would you rather settle in?&#8221; He said that
community image and county pride are critical to its vitality and quality of
life.</p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
class=3DGramE><b><span style=3D'font-size:10.0pt'>Uniqueness</span></b><span
style=3D'font-size:10.0pt'>.</span></span><span style=3D'font-size:10.0pt'>
&#8220;The more we do to preserve the uniqueness of our community, the more
profitable it will be. A recent survey of retirees by the National Associat=
ion
of Homebuilders (NAH) as to their priorities for selecting retirement locat=
ions
showed that the top two responses were &#8216;scenic landscapes and quaint
towns&#8217;, and &#8216;access to outdoor recreation. &#8216;Moderate, four
season climate&#8217; and &#8216;reasonable cost of living&#8217; came in t=
hird
and fourth. You <u>can</u> place a dollar value on scenic view. <span
class=3DGramE>The better the view, the higher the value.</span> Another NAH
survey shows that the single most important value in finding a home is
surrounding environment. The most important amenities in the survey are:
walking trials and bike paths, parks, playgrounds, day care centers, soccer
fields, and (last) golf courses.&#8221;<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
style=3D'font-size:10.0pt'>Mr. McMahon said &#8220;It is critically importa=
nt
that we identify and preserve historic buildings, neighborhoods and
landscapes.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Historical preser=
vation
is so important to the well-being of a community because there are places t=
hat
physically link us with the past and remind us of who we are.&#8221; <o:p><=
/o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
class=3DGramE><b><span style=3D'font-size:10.0pt'>Traditional economic deve=
lopment</span></b><span
style=3D'font-size:10.0pt'>.</span></span><span style=3D'font-size:10.0pt'>=
 Mr.
McMahon asked, &#8220;What are we building today that will be worth preserv=
ing
in the future?&#8221; He quoted Winston Churchill &#8220;We shape our build=
ings
and then our buildings shape us.&#8221; He said, &#8220;<span class=3DGramE=
>new</span>
construction should enhance community character.&#8221; He asked, &#8220;How
many commercial buildings would you be proud to take someone to see?&#8221;=
 He
showed examples of food franchises, nationwide pharmacies and large box sto=
res
throughout the country with their traditional architecture and those that
reflect the local town environment. He said, &#8220;When it comes to
development within a community, sameness is not a plus. New buildings should
complement other buildings in the community. Development planners must be s=
avvy
enough to fit the new construction into the other buildings in the
community.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It is never too la=
te,
and certainly not for <st1:place w:st=3D"on"><st1:PlaceName w:st=3D"on">Nor=
thumberland</st1:PlaceName>
 <st1:PlaceType w:st=3D"on">County</st1:PlaceType></st1:place>. While we do=
 not
have all of the franchise and big box stores yet, <u>they are coming.&#8221=
;</u><o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><span
class=3DGramE><b><span style=3D'font-size:10.0pt'>Sustainable tourism</span=
></b><span
style=3D'font-size:10.0pt'>.</span></span><span style=3D'font-size:10.0pt'>=
 He said,
&#8220;The keys to sustainable tourism are education and interpretation. <s=
t1:place
w:st=3D"on"><st1:PlaceName w:st=3D"on">Northumberland</st1:PlaceName> <st1:=
PlaceType
 w:st=3D"on">County</st1:PlaceType></st1:place> has a story too tell, and w=
e can
do it with historical markers.&#8221; He also showed examples of public art
used to tell the history of the community. He suggested sculptures of lovab=
le
objects that define our neighborhoods.<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;text-indent:.3in'><b><span
style=3D'font-size:10.0pt'>Open space conservation</span></b><span
style=3D'font-size:10.0pt'>. Mr. McMahon said, &#8220;The change in the acr=
eage
of urbanized land is fast outgrowing changes in population. Surveys tell us
that a nice neighborhood is more important than lot size.&#8221;<o:p></o:p>=
</span></p>

described them. He said the Northern Neck Land Trust could make these progr=

conservation.</span> Mr. McMahon said it is possible to have limited
conservation development on only a few lots, and a conservation easement on=

rest of the acreage. Also, you can separate lot size from density. He gave =
the
example of a housing development where, instead of one acre lots, the devel=
oper
divided into one-half acre lots and reserved the rest of the land for open
space. This would save the developer by requiring fewer roads, etc. he also
discussed the proffer system that is working in <st1:place w:st=3D"on"><st1=
:PlaceName
 w:st=3D"on">Lowden</st1:PlaceName> <st1:PlaceType w:st=3D"on">County</st1:=

&#8211; also the title of a Book he has recently completed.<span

bers

touched on such issues as &#8216;What do we want?&#8217;, sense of place,
growth as inevitable and desirable, historic preservation, building green
neighborhoods, uniqueness, sustainable tourism, open space conservation, us=
e of
the Northern Neck Land Trust, and building town centers/Villages.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>His primary message was &#8220;To =
fail
to plan is to plan to fail!&#8221;<span style=3D'mso-spacerun:yes'>&nbsp;
</span>His presentation was followed by a short break, short discussions by=
 the
sponsors and an abbreviated question and answer session.<o:p></o:p></span><=
/p>

was an important event for our community as attested to by front-page cover=

in local Newspapers, and discussion that has continued to color local
conversation and activities at the Northumberland Board of Supervisors.<span

hould
be lauded for bringing a speaker of this quality to Northumberland.<span
